CROSS-CONNECTION CONTROL PROGRAM

BACKFLOW PREVENTION DEVICE ANNUAL TESTING

In accordance with the 1974 Safe Drinking Water Act and PA Dept. of Environmental Protection regulations, the Moon Township Municipal Authority’s Cross-Connection Control Program is designed to safeguard the community's drinking water supply from potential contamination through backflow incidents. This proactive initiative involves regular inspections, testing, and maintenance of backflow prevention devices installed at commercial and residential properties that pose a risk of cross-connections. Property owners must comply with local (MTMA) and state (PA DEP) regulations by ensuring that their backflow prevention devices are properly installed and routinely tested by certified professionals. The program aims to promote awareness and enhance the overall safety and quality of the water supply in Moon Township.

Definitions 

  • Cross-Connection: Any actual or potential connection between a drinking water supply and any source of contamination or pollution.
  • Backflow: The unwanted reversal of the flow of water or mixtures of water and other liquids, gases, or substances into the distribution pipes of a potable water supply.

Program Objectives 

  • To ensure the integrity of the municipal water supply by preventing backflow events.
  • To educate property owners and the community about the risks associated with cross-connections.
  • To implement regular inspections and maintenance of backflow prevention assemblies and devices.

Backflow Prevention Assemblies and Device Requirements 

  • All properties with potential cross-connection risks must install appropriate backflow prevention assemblies or devices. The assembly or device required will be determined based on the hazard level.

Who is required to get their backflow assembly tested?

  • All commercial businesses
  • Residential homes that have an irrigation system.
  • Townhomes that have a fire suppression system and/or an irrigation system.

Inspection and Testing Procedures 

  • Property owners must have their backflow prevention devices tested annually by a certified tester.
  • Inspections may be conducted by MTMA personnel to verify compliance and identify any additional cross-connection risks.
  • The testing report must be emailed to the MTMA Inspector, John Belinda, at [email protected] by July 1st.  The tester can also submit the test form online using the link provided below.

Compliance and Enforcement 

  • Property owners who fail to comply with the backflow prevention requirements will be issued a notice of violation, followed by a termination of water service from the municipal water supply until compliance is achieved.

Record Keeping 

  • To ensure transparency and accountability, the MTMA will document and maintain all inspection results, device testing certifications, and compliance status.
